Nevertheless, a clue was better than the unilateral beatings they had been enduring. Their immediate plan involved deploying Cipher Pol agents to Sky Island for reconnaissance. Understanding the terrain and gathering intelligence on Luke would be their first steps. Once they had a solid grasp of the situation, they could consider a full-scale assault.

The limited knowledge they possessed about Luke made planning difficult. From what they had observed, any attempt to confront him would require the mobilization of at least three admiral-level forces. Luke's actions at Mariejois had set him apart as perhaps the most formidable adversary the World Government had ever faced.

The Five Elders oscillated between eagerness to locate Luke and apprehension about their capacity to handle him if they did.
