Skye chuckled, feeling Reina was too naive. "Of course not. Every government in the world has its own secret unit recruiting these people. 

They only give the troublesome ones to the Vatican; we are talking about cold cases here, Reina. 

Cases like this are usually done by psychopaths or people drunk on their power.
