Just as Akihiro's army was standing at the border waiting for the shinobis to come and confront them, the troops were curious as to why they haven't invaded the Land of Wind and Land of Earth but their senior officers have told them and even spread the news that Akihiro, being a magnanimous ruler, didn't want to hurt any civilian in their war even if he might lose the benefit of the element of surprise.
Of course, this greatly boosted the morale of the Marines, which was a righteous organization. This also greatly made the civilians appreciate Akihiro as a benevolent ruler. Besides, they've already heard a lot about how the even the civilians in countries under Akihiro's rule were enjoying a peaceful life and their children could even enroll in the prestigious Marine Academy to possibly become high-ranking Marine Officers which could change the fate of many families which garnered him a lot of reputation points, even enough to buy a top-level recruitment orders which would be critical in his next plan.
The second and main reason why he didn't invade was because he knew that there would be two outcomes today. One is where the armies go to war and he crushes the remaining two major shinobi villages to gain the ownership of this world or the Sage of Six Paths will come to negotiate with him and then he will propose his idea to host a competition similar to the one he held for the younger generation earlier but this time, it will be for S-Rank and above level shinobi and samurai or at least Vice Admiral Level above Pirates and Marines.
Today, just as Akihiro expected, instead of an army, there were 3 individuals who arrived. The two kages, Rasa and Onoki along with the spirit of Otsutsuki Hagoromo. They came to negotiate with Akihiro.
As soon as they arrived, Akihiro said, "I don't want any compromise. This war will only end if either I defeat you or you defeat me. Now say what you want."
Hearing this, Rasa and Onoki's expression turned a little sour but they've already expected it so they didn't speak anything and as they've planned, Hagoromo spoke, "We have come to bargain! I don't want to spill blood unnecessarily and I hope you want the same. I know we can't sort things out peacefully but I want to keep things relatively peacefully."
Akihiro smiled and said, "Oh! I can agree on one condition that you agree to share the inheritance of your sons to their next reincarnations who will be born within the next 9 months. Also, I hope you remember the tournament I hosted for the Op-Op Fruit, I will host a similar tournament where only S-Rank and above shinobi will be allowed to participate. You can bring as many participants as you want but remember, they have to be above S-Rank."
Akihiro continued, "At the same time, I will also only bring my Vice Admiral or Admiral Level subordinates. If you have any doubts, I will allow you to test their strength before the tournament begins so you don't think that I'm allowing them to participate just because I wanted to exhaust your 'strong' shinobi."

After the discussion, they came up with the rule that the fights will be one on one with as many S-Rank and above fighters someone wants to bring. The fighters will fight until one of them is killed or faints and only then will both sides be allowed to switch their representative if they want.
As they reached a consensus, the three visitors left but Akihiro's army also retreated a little and settled in military outposts near the border. Akihiro and the high-ranking officers also went back to the Sky Island only leaving 2 Vice Admirals at the border.
