Chapitre 133: -131- Councilor Linwin

In the early morning of Piltover, sunlight directly illuminates the city, casting a light golden veil upon it. The vibrant Piltover, echoing with the voices of its people, is undergoing a rebirth.

This will be a brand new Piltover.

Meanwhile, in the towering Council Building of Piltover, in a certain someone's office, a person is standing by Linwin's window, enthusiastically admiring the view like an excited country bumpkin.

"So high, it's really high, Linwin!"

"Behave, Kai'Sa. You're representing Zaunites here."

Watching Kai'Sa, who is overly excited and twisting her waist while enjoying the scenery, Linwin gently pats her shoulder, signaling her to sit down.

"I should have come with you earlier. This place is really beautiful."

Kai'Sa looks into the distance. From this vantage point, her sharp eyes can clearly see Piltover's harbor. She gazes, captivated, while Linwin follows her gaze but feels nothing particularly special.

Just the sea breeze swirling waves, seabirds flapping their wings, and workers on the docks shouting as they transport materials for rebuilding.

Full of life, but what's so beautiful about it?

Yet, this early morning Piltover, accustomed to Linwin's eyes, is filled with the vibrant beauty in Kai'Sa's eyes.

She really likes this kind of beauty.

It's a scene not seen in the vast desert.

But there is one place that is different.

On the other side of the Bridge, Boundry Markets, which was once the upper echelon of Zaun and the lowest level of Piltover, is now shrouded in silence.

This shouldn't be the case. The Boundary Market was Zaun's liveliest place. Even before Zaun's rise, it was the liveliest place in Zaun.

Although at that time, the Boundry Markets did not belong to Zaun.

Frequent visitors to the Boundry Markets were mostly affluent Pilties. They would dress in luxurious attire, stroll with canes, and if they encountered poor Zaunites, they would wave their canes and mercilessly curse them. Zaunites would endure it silently.

But now, it's different.

The annoying Pilties no longer dare to descend into Zaun, and Zaunites also disdain going to the Boundry Markets to flaunt themselves to the Pilties.

After all, in terms of wealth, Pilties are still more prosperous.

And it's not just a little more prosperous—it's significantly more prosperous!

As a result, even though a law proposing peaceful coexistence between the residents of the two cities was passed on the same day sixteen days ago, the ease of passage and acceptance has been pitifully low.

Now, Zaunites can go up to roam in Piltover, and Pilties can see the charm of Zaun, but not many people are willing to do so.

Linwin deeply understands this. The high-ranking officials of Zaun and Piltover are indeed allied, but there is still a gap between the people of the Undercity and the Upper City.

From the fact that very few Zaun residents go up to Piltover, it is evident that Zaunites still harbor significant grievances against Pilties.

And the once noble Pilties, "forced" to accept these conditions, can only watch as Zaunites enter their city. This has naturally stirred dissatisfaction among them.

But Linwin knows that this is normal.

Otherwise, does anyone think that centuries-old hatred can be resolved in an instant? That's impossible.

As he was pondering this issue, someone rushed in.

"Hey, Linwin!"

Jayce, holding a stack of papers, kicked open the door of Linwin's office with his foot and rushed in.

Then, upon entering, Jayce blinked.

Looking at Kaisa sitting at Linwin's desk and Linwin standing behind Kaisa with both hands on her slender shoulders, Jayce blinked and whispered, "Linwin, uh... Did I come at a bad time?"

Jayce muttered, "Are you giving Kaisa a massage or something?"

"Massage? I'm just telling her to behave."

Linwin released his hands, placing them behind his back, and looked at Jayce, saying, "Also, 'Linwin' isn't something you can call me. Please address me as 'Councilor.'"

"What are you pretending for!" Jayce threw the papers on the desk, gave Linwin a disdainful look, and said loudly, "Look at these, they are letters from Piltover citizens. Well, 60% of them are against the new law. The remaining 40%, within that, 20% agree, another 10% are neutral, and the last 10%, care to guess?"

"I'm not guessing."

"Come on, take a guess."

"Forget it. Just tell me!"

Linwin glared at Jayce, who raised his hand and said, "The remaining 10% are Zaunites who once came up. Now, they want to return to Zaun and have submitted these letters, hoping Piltover will modify their residency certificates."

Linwin sighed. "So, quite a headache."

Many capable Zaunites had moved to Piltover, becoming half-Piltover residents. Now, with the rise of Zaun, they want to come back? But it doesn't seem right to oppose it.

"Jayce, how do you view this matter?"

"What can I say? It's a Zaunite matter. So, I leave it to you, the Councilor specifically responsible for Zaun's interests."

"Isn't that what the position of the Ninth Councilor is created for?" Jayce looked at Linwin, organized the documents, and smiled, "You have to advocate for the interests of Zaun."

"So, if I were you, I would bring them back, but I think... not now. Doing so would only provoke the resentment of Piltover citizens, making their already negative impression of Zaun worse," Linwin said, pushing Kaisa away.

"?" Kaisa raised her head, her beautiful eyes looking at Linwin, filled with confusion. She asked Linwin, "What did I do?"

"Quick, move away. Do you want to read these documents?" Linwin said helplessly.

"You're sitting in my seat now."

"Oh, it's too soft and comfortable." Kaisa quickly stood up, and after Linwin sat down, she obediently stood behind him.

The reason Kaisa followed Linwin today is that if Linwin is not at home, Kaisa's activity range is very limited. Usually, she just eats at Zoran's store and then returns to her room to lie down.

Old Zoran, seeing Kaisa's lifestyle, feared she would become inactive soon. So, he promptly had her follow Linwin.

Hence, Linwin brought Kaisa to Piltover.

"Let me see."

Linwin examined the category of letters separated by Jace, specifically those from Zaunites wanting to return to Zaun.

He read them carefully.

"Doko, 47 years old, married, one son, works hard."

"Lint, 24 years old, unmarried, proficient in mechanical studies."

"Anbu, 31 years old, married, no children, can operate large machinery."

"Hmm, they're all talented."

Linwin read several letters, smiling.

But of course, if they weren't skilled in something beneficial to Piltover, they wouldn't have had the chance to come up in the first place. So, having these people return is undoubtedly a good thing.

It's just not the right time.

Jace shrugged, saying nothing.

Linwin continued to read.

"Candu, 19 years old, unmarried, chemistry department student at Piltover University."

"Sain, 44 years old, married, one daughter named Sera..."

"???"

Linwin suddenly widened his eyes, staring blankly at the letters in his hand.

Seeing Linwin like this, Jayce immediately asked, "What's wrong?"

"Jayce, I... I think I've found a way to resolve the discord between the residents of the two cities."

Linwin looked at the letter, then raised his head and looked at Jace, saying seriously.

"What?"

"I said I found a way to resolve the discord between the residents of the two cities. Although it's still uncertain whether it will work in the end, we can at least give it a try."

On that letter was the name of a 19-year-old girl, which filled Linwin with joy—

Her name is Seraphine.
