Isao started writing in a notebook because these calculations involved many numbers. "Your Majesty, paving the empire's streets will cost about fifteen billion Yen."

Kazuki brought the map and handed it to KE.
KE didn't do much; he just made the map float in the air and opened it.
The map was a complete drawing of the lands of Nippon, including mountains, rivers, cities, and villages.
KE released a ball of energy filled with Etheora, from which threads emerged and began merging with the map.
Once the energy ball completely merged into the map and disappeared, Gaya directed the main screen broadcasting to all the remaining screens.
This excellent teamwork opened everyone's eyes.

She thought for a while and then answered, "Not all of them because some are very important and impossible for me to know except by Ubuyashiki-sama, but I know most of them, especially one because Shinobu and I were raised there after that incident."
KE laughed because he had finally found a solution. He wanted to accelerate the empire's development.
"Isao, have you read all the laws I put in the file for you?" Isao nodded and took out the file.
As soon as KE saw the file and Isao's nod, he smiled. "Then announce all the empire's laws and clauses now."
Gaya adjusted the broadcast screen to where Isao stood, his penetrating gaze and solemn voice announcing to the assembled officials and clans patriarchs the new laws that would be the beacon guiding the empire to a bright future:
"My brothers and sisters in this great land, today, by order of our wise Emperor, I announce laws that elevate our values and chart our path to prosperity and justice:
First, human rights laws, honoring every individual in our kingdom, we declare the protection of their fundamental rights and their freedom under the strict balance of justice.

Third, good governance, where transparency and accountability in the corridors of power will not be neglected; every official will be a faithful servant to the people and the land.
Fourth, the rule of law, with no one above the law, and no place among us for tyranny or corruption.
Fifth, the protection of private property, as every individual has the right to reap the fruits of their labor without fear or worry about what they own.
Sixth, labor laws, ensuring justice and safety in every factory and workshop, and every worker's right to a decent livelihood.

Eighth, enhancing public health, as we believe that healthy minds in healthy bodies are the foundation of a strong and prosperous society.
