When Kai Syaoran saw the woman's reaction even after seeing the decree, he began having second thoughts about his mission to Abraxas.

The woman grabbed the decree and put it away. Kai Syaoran did not try and stop her. He had seen the extent of the power wielded by the decree when held by him and he was not impressed. In his hands, the decree had no power to speak of. This had something to do with the minor fact that he was a demonic beast.

Kai Syaoran stopped Ran Lan who was about to step forward to help him out by explaining the situation.

Kai Syaoran was already sure that no amount of explaining could ever change the biases held by the many races towards each other. Humans saw themselves as the superior race and this quality of theirs had served them quite well for countless epochs. It was almost too late for them to change this behaviour that had been ingrained in their very core.
