When the boss dies, the banks come to collect debts—not because they distrust others but because they lack faith in the system without the boss.

Hitoshi treated Sunagakure like a company. His role was to delegate power, retaining only the most critical authority while leaving the rest to others. This was the reason why Shinōbi Clans developed faster than ordinary Shinōbi in Sunagakure and why ordinary Shinōbi progressed more quickly than commoners. The knowledge and abilities were there.
