"Impossible. Someone, help…this can't be real." While Huan Yi replaced Hundun on the Throne of Chaos, establishing himself as Tyrant Lord of Chaos, Qiongqi's brain had short-circuited, looping as he watched images of Hundun's fall. 

As the Imperial Lord of Samsara, in control of life, death and reincarnation, Qiongqi's authority over the cycle of life and death had no rival—able to revive most fallen experts as long as he had enough Samsara Flux. 

He could even deny the reincarnations of those he didn't approve of.

However, even Qiongqi's powers had their limits. To bring someone back, he needed at least one portion of that person's flesh or soul. No matter how small or where it was located, something of them had to exist for Qiongqi to be able to resurrect them. And even then, some people were just too powerful for their own good, making their return to life a fantasy. 

As for the Heavenly Samsara Coffins…they didn't work on Martial Overlords.
