The current "God" governing Skypiea is Gan Fall, a god who loves his people dearly.
The Roger Pirates once reached here too, so Gan Fall has some understanding of the Blue Sea and doesn't immediately resort to hostility toward sea pirates just because of their identity.
So, when the members of God's guards reported back to him about this situation, he took a moment to think it over and decided to meet the newcomers first before making any judgments.
If they proved to be cruel and evil Blue Sea people, he would drive them away.
Otherwise, he would let them stay for a few days since they would leave sooner or later anyway.
Soon, Abel and Baby-5 were led by the guards to meet the "God" of Skypiea.
Baby-5 was quite disappointed, as Gan Fall was nothing like the 'God' she had pictured.
Abel, on the other hand, handled the situation very appropriately and did not reveal his true motives.
Gan Fall felt that this pair of siblings did not seem like bad people, so after asking some questions, he gave them the qualification to enter.
But on the condition that they absolutely could not harm any Skypiean, and if any conflict arose, they could report at any time, and members of God's guard would intervene.

Abel interrupted him outright, as the plate was already empty.
The owner, with no other choice, reluctantly placed the order while urging the kitchen to hurry up, tears included.
"Abel, this coconut juice is so delicious."
Baby-5, who had recovered somewhat, had a dark green coconut in front of her that was bigger than her head, drinking the coconut juice inside with a straw.
The fruit is a special product of Skypiea, with a shell as hard as steel, making it difficult to open.
Only the bottom center is relatively soft, where one can use a small knife to carve a hole and insert a straw.
Abel also tried it; it was sweet, with a refreshing aroma, and quite delightful.
Of course, what grabbed his attention besides the food were the various peculiar shells in the restaurant.
Such as the Water Shell used for storing water, the Light Shell used as an indoor lighting tool, and the Flame Shell that could store fire and spew it out for cooking or boiling water, among others.
These special shells were incredibly convenient and filled almost every aspect of the Skypieans' daily life.
What was even more interesting were the many pieces of furniture in the restaurant, including the chairs they were sitting on, all made from processed Island Clouds, creating unique cloud furniture.
Sitting on them felt soft and furry, like animals' pelts, yet they had a peculiar load-bearing feature that prevented deformation, quite miraculous indeed.
It made one think that the Flying Nimbus from the Dragon Ball world might have been made here.
Abel thought he might purchase some of these magical shells to take with him; they might come in handy later, or at the very least, he could use them himself, which would be very convenient.
So, as he indulged in the food, he called the owner over and inquired, "I'd like to buy some of these special shells to take with me; where should I go?"
"If you're just looking to buy everyday items like Water Shells and Sound Shells, there's a general store on the next street that should meet your needs. If you're seeking more unique shells, you'll need to apply with the deity," the owner explained.
Abel nodded, not surprised in the least.
After all, some special shells were quite powerful and could easily be used as weapons.
Without regulation, chaos would ensue.
However, Abel wasn't interested in the Impact Shells, Cutting Shells, and such, so it made no difference to him.
After a full two hours of feasting and clearing out the restaurant's entire food inventory, Abel, picking his teeth, prepared to leave with Baby-5 for a stroll on the next street.
The owner, having witnessed all this, was truly impressed!
"Do all the people from the Blue Sea eat this much? But where did all that food go?" he wondered, recalling Abel's consistently flat stomach in confusion.
Regardless, he had made a handsome profit today.
Upon arriving at the next street, the scene was noticeably more lively.
Many Skypieans were buying essentials, including various odd-shaped shells.
Abel casually chose a well-stocked general store and walked in.
Under the enthusiastic guidance of the owner, he bought dozens of shells of various types, regardless of their immediate usefulness.
When the bag full of shells was placed in the owner's hands, the smile on the general store owner's face was so wide his eyes vanished.
