Old Laws of the Steppe Empire has many rules and not everyone remember it and studied it.
Those who studied it is mostly the Ashana and the chief of those large tribes.
The laws itself is rarely enforced since the end of the Steppe empire.
Only some old tribes that claims to be descended from the powerful clans and powerful tribes and nobility of the old Empire would try to show that they know the old laws to shows off their lineage and to show off their legitimacy in some places of the Steppe.
