They walked in silence for a long while.
"You were right. I feel like shit now," Ivo said, smiling ruefully. "Not only for thinking the storm was beautiful but..." He chewed on his lower lip, sidestepped the plastic screen door blown over by the wind last night onto the sidewalk. "We were all dry up on the tower, but many people were down here, having their lives ruined."
Davi's fingers squeezed his wrist before letting go. "Remember what you said. It wasn't the storm. It didn't happen by accident. It's on purpose, it happened by design."
Ivo frowned. "Why doesn't everyone just move into the empty apartments?"
A corner of Davi's lips twitched. "A few people can get away with that, especially if they serve a purpose. Nightrunners, for example. But any more than a few and the police service and the Peacekeepers get involved, and then you have a bloodbath on your hands."
