The Scarlet King did all this to draw as much attention to himself, making sure that quietly silencing him was not an option. After Orphin and Amos failed to report back, the Scarlet King was confident that the one behind the plan to kill Kain put backups in place, and it seemed that the guard was one of them.

All kinds of thoughts went through the mind of the Atrox guard. He had already put several plans in motion in case Kain would arrive, but all of them went to waste now that thousands of people saw the man appear on the head of a King Beast.

There was no way he could keep things quiet now, so he could only resign to the fact that ending the young man's life was not a choice, at least not without anyone knowing it.
