Tri-Commission.
It is a collective term for three organizations which oversee every matter in Inazuma. It is roughly equivalent to the Liyue Qixing and the Eight Trades in Liyue as well as the Knights of Favonius in Mondstadt.
These three commissions are Tenryou Commission, Kanjou Commission, and Yashiro Commission.

Tenryou Commission.
It is the executive arm of the Raiden Shogun. It is led by the Kujou Clan and is responsible for managing security and military affairs, including enforcement of the Vision Hunt Decree, enforcement of the Sakoku Decree (illegal entry and exit).
Compared to the Kanjou Commission and Yashiro Commission, the Tenryou Commission sees a higher desertion rate due to the reality and horrors of war plaguing them as a result of the Vision Hunt Decree in which the soldiers fight and kill other people, contrary to the expectations of some who had expected to fight ancient monsters and denizens of the Abyss.

Kanjou Commission.
This is the authority who manages Inazuma's finances, customs, and borders. It is led by the Hiiragi Clan, who are based in Ritou.
The Kanjou Commission have been said to conduct very difficult assessments to any who wish to leave or enter Inazuma. They have a strong and authoritarian grip over Inazuma's border. One can call the Inazuma border "simply impenetrable" because of the Vision Hunt Decree and the Sakoku Decree. They are also abusive towards the foreigners that reside in Ritou (legal entry and exit).

Yashiro Commission.
This Commission is in charge of managing shrines, festivals, and cultural events.
Due to this, they do not have as much influence compared to the Kanjou and Tenryou Commissions. All three commissions, however share the same authority as they are able to keep the other commissions in check.

Finally, the organization that stand on top of all, Inazuma Shogunate.
The Inazuma Shogunate, also simply called the Shogunate, is the entity that rules Inazuma. It is led by the Electro Archon, who is also known as the Raiden Shogun. Under the Inazuma Shogunate is the Tri-Commission, the group of three commissions that oversee every matter in Inazuma.

Ei: That's how Inazuma operated till now.
The electro archon said while passing another document to Primis who just hummed and started reading it.
By now, Ei had already given the overall situation of Inazuma before it was attacked by those invaders.
By the way, right now, they were in Tenshukaku.
The residence of the most exalted one in all of Inazuma. Standing tall on the highest point in the city, it watches over all under the Electro Archon's dominion.
Though this time, the one sitting on the throne was none other than Primis instead of Ei.

Makoto: And there is an ongoing military draft. A post on the Commercial Street Bulletin Board in Inazuma City from the Tenryou Commission orders all families who've received a draft order to send at least one adult to join the military.
Primis: I see.
Makoto: What should be our first step, My Lord?
Primis: To take back the Shogun's army under a single banner again. Because of the invaders attack, we must have lost a lot of the soldiers. Hence, we can't afford to have remaining ones further split into three groups.
Ei: If we call them back then, even though the military force will concentrate on a single thing, the borders and public will be without much protection.
Makoto: On top of that, it basically means Tenryou Commission will become the strongest among the three. Kanjou Commission and Yashiro Commission will definitely be against it.
Ei: I also think so.
Primis: First thing. After the invasion, the population of Inazuma has decreased drastically. And because of the fear of enemy attack again, we can forget about doing any festivals and public events. Hence, we can order the remaining ones to settle down and live in Inazuma city from now on.
Hearing this both started pondering about it.
Makoto: Hmmm. This can work. After all, with this not only will they be under the watchful eyes of all the soldiers that will be stationed here but also, they will be under Ei's gaze.
Primis: Yes. In other time, people might me afraid of Raiden Shogun might but in this dangerous time, that very might will be the one that will give them the sense of protection.

Primis: With the low population, the use of commissions has decreased by a huge margin.
Understanding what he meant, Ei narrowed her eyes and spoke.
Ei: You want me to dissolve the Tri-Commission.
Primis: Um. That will be the best course of action. From now on there will be only one power in entire Inazuma i.e., Inazuma Shogunate.
Makoto: I don't think it would be that simple. After all, the Kujou Clan (Head of Tenryou), Hiiragi Clan (Head of Kanjou), and Kamisato Clan (Head of Yashiro) have been working as Tri-Commission for generations. They won't accept this.

Behin him stood some soldiers of Shogun's army.
