Then he recreated the power. Using world power is exclusively for titans of law and above but he bypassed the restriction with his eyes. It is very similar to the fifth step of weapon mastery, the world weapon. Unfortunately, he can't use that since this world has not acknowledged him yet. That is why he had to borrow from this very angry and pissed-off armored rhino.

That's the summary of how he created this Cyclops. He essentially copied the mechanism of the phantom. He tweaked it a little bit since it is only an imitation of the original. His is not as destructive but it is replenishable. The golden Cyclops he created is stable, that's why it doesn't destroy everything it comes in contact with. He can also replenish it while the armored rhino can't.
