Surtr and his army's entry into the city put almost everyone on guard. Winterhold was more akin to an independent city-state, socially, culturally, and economically compared to other parts of Skyrim. And since most of the residents were non-Nords, there was a period of unrest when the almost entirely Nord army found themselves in 'foreign' territory.
Of course, as Surtr was headed to meet with Kunkka and other city higher-ups, Ralof was left to handle the troops. As Nords do, they all congregated towards the taverns and inns, and once they got some drinks in them, the chaos truly started.
Small brawls broke out between the residents of Winterhold and the Nords every ten minutes or so, forcing the town guards to work overtime trying to stop them. Their xenophobia had basically forced most of the Eredar population to stay within their own district, but there was two reasons for this.
The first being the strange beauty of Eredar women, Nords got handsy when drinking, and it took the full effort of the guards to stop the Eredar girls from hexing their cocks off.
Second was the Eredar men, who were far larger and more intimidating than the average Nord, not to mention more protective of their women since there wasn't that many of their race left. One moment an Eredar man sees a Nord grabbing the tail of his woman, and the next moment six Nords are on the ground with broken bones while their comrades threaten to start butchering the 'freaks' responsible.
Anti-Mage had to employ Wei and some of their Guild's new apprentices to help out policing the city. Ennura brought this up to Surtr during the meeting but the High King just laughed and shrugged, not giving a shit of the trouble he'd brought.
It was actually Charlotte that finally put an end to the situation, one Nord grabbed her mother's ass as they were headed to a location where they were going to meet Illococoo... The result was as expected. The man ended up crucified on a cross made of reddening ice in the middle of the street, the street, and the only reason he hadn't died of his wounds was because of the ice magic slowing his bleeding, along with the abundance of healers thanks to the College.

The doors to the meeting room slam open and a Nord soldier shuffles in and whispers something into Surtr's ear, his expression gradually getting worse and worse.
"I'm guessing something happened in the city?" Ennura bluntly remarks, knowing it was only a matter of time before someone did something stupid.
Surtr sniffs derisively, "Who is this 'Charlotte' and who would care if I had her executed?" he questions, not realising that he'd met her previously in High Hrothgar as he'd been more focussed on Illococoo had the time...
...
The room goes silent, everyone present was already aware of Charlotte's relationship with Michael, Tiffania, Illococoo, and Maria.
"What happened?" Tiffania asks with a glare, not hiding her anger at Surtr's words. They'd only just gotten back Charlotte, and she wasn't about to let this 'king' do something to jeopardise that.
Surtr locks eyes with her, "She decided to attack one of my men, Guldi, he's alive but he had to have his arms up to their forearms cut off from frostbite." he growls out. "So I ask you again, who is she and who do I have to kill after her?"
"This is hardly-" Ennura starts but is interrupted as Tiffania stands from her seat.
"Me. You'll have to kill me, you'll have to kill Michael, half the city would stand to protect her. So stop acting like a meatheaded idiot and understand where you are. You won't touch Charlotte and you'll be happy about it." she threatens.
"I. Am. Your. King!" Surtr growls, the few of his guards in the room looking ready to draw their weapons.
"This is NOT Skyrim. This is Winterhold, OUR city. You're no King of mine, the only man I follow is Michael." she jabs an accusatory finger at him, "And since you're so scared of him, maybe you and your men should start acting like adults instead of overgrown children!"
"I AM NOT SCARED OF HIM." Surtr almost bellows as he stands and slams his palms onto the table.
"Of course you are! Why else would you come now? It's because you know Michael is gone and you think you can throw your weight around! Well, I'm not going to put up with it, and no one else here should either!"
"You-..." Surtr starts, his face going red from pent-up anger.
Tiffania stares at him for a couple more seconds before shaking her head and exiting, "Finish this without me... And don't think of touching Charlotte, I swear you won't make it out of Winterhold if you do." she warns before finally leaving.
Tsunade follows, sending a smug smirk over her shoulder a the Dragonborn, "Hmph, some King."
Kunkka lowers his flask of rum from his mouth and laughs as he looks to a trembling in rage Surtr, "Feisty, isn't she? I can see why Michael likes her!"
...
Surtr takes a deep breath and looks down at the table, gathering his thoughts, "Admiral Kunkka. Do we have enough ships to transport all the men I've brought?" he abruptly asks, ignoring the man's small talk.
"Barely, give us another month and we'll have enough for an even distribution! I can't imagine sticking a bunch of landlubbers alone on a ship will go all that well! Not unless some of your men have been salted already?"
"Salted?"
"If they've sailed before." Ennura translates, inwardly finding Kunkka's strange phrases cute...
"No, most haven't." he shakes his head, "It doesn't matter either. We're attacking Solstheim as soon as possible." he states.
...
"What? Didn't you just hear what the Admiral said? There's no reason to rush the invasion!"
"You'll do it because I say so." Surtr grouses, still irritated from TIffania's earlier remarks, "Report to me when things are ready. I won't waste any more time than I have to in this place." he says before quickly leaving.
...
"Well... I suppose that's what we're doing..." Ennura reluctantly says, "He paid for the ships so..."
"Still an ass hole though." Irarus remarks, getting nods of agreement in return.

"First phase complete." Eleril whispers as she looks over her shoulder at her companions. The only she could see was Babette, whose form was covered in shadows making even that difficult, Riki seemed to just not exist whenever he wanted, appearing and disappearing at will with no big giveaway as to where he'd end up next.
They'd gained access to the Imperial Palace, the kitchen staff were being rotated since the current ones had been working all day and night, allowing the trio to drop in through the chimney with little trouble.
Babette did burn her foot rather badly after a misstep, her vampiric weakness to fire only being balanced out by her fast regenerative abilities. Currently, they were all sneaking atop a decorative bit of masonry that lined the top part of the hallway, allowing them to stay hidden above the heads of everyone who passed by.
Unfortunately for them, there were far more people around than they'd expected, putting them quite behind schedule despite not even reaching the second floor yet...
"Wait." Riki's voice stops them as they drop down to the base of the staircase leading upwards. His form shimmers into view as he leans down to get a closer look at the bannister.
"What is it?" Babette quietly asks.
"Hm? Some kind of runic protections, ancient. If there like this here then we're going to have trouble with the protections near the Emperor..."
"Can we break through them?" Eleril questions as they'd literally have to abandon the mission here and now if they couldn't advance.
"Break? No, not without alerting the entire building... Alter though? Hmm. I learned a few tricks from some friends I made." he chuckles slightly, "A target actually, Rubick, he wasn't the 'Grand Magus' at the time but-"
"Can you tell this story later? We're literally in the middle of enemy territory here." Eleril urges.
"Fine." Riki grumbles and proceeds to pull a strange tool from his belt. It looked like a hooked chisel with numerous thin carvings across it, which all glowed as soon as they made contact with the runes on the bannister.
"Find the control rune and..." he touches each major rune with the chisel and pauses when his knife stops glowing. With that, he chips the control rune slightly, distorting the stone and causing the thing to malfunction.
"Alright, this'll do... There's a maintenance function in it from what I can tell so we won't be able to come back down through here."
The duo nod and they all start climbing the stairs, they do have to hang off the side once when a maid was coming through, but that wasn't all that difficult with how inattentive she seemed.
From there it was just a matter of patience, attentiveness, and skill. The continued through the palace, disabling defensive and detection runes all the way up to the seventh floor. Strangely, when they found the Emperor's room there wasn't anyone guarding the large ornate doors, making them think they were walking into a trap.
"What do we do? This is obviously a trap... Why would there be more guards around the kitchen than the actual Emperor's room?" Eleril cautions.
"I agree. Are we sure the Emperor didn't move and take his guards with him?" Babette questions.
Riki just hums and looks down at the floor in thought, "We know the Emperor is still in the palace, but where exactly is impossible to tell... Hm... We spring the trap and interrogate whoever's inside. There can't be more than a dozen guards, that would be too great a waste of resources for the small chance of an assassin making it all the way up here..."
"Sorry, I think I just heard that you want to willingly walk into an ambush." Babette jokingly asks despite her dire expression, "Has our 'Master Stealth Assassin' lost his mind all of a sudden?"
Eleril nods, "We should find another way."
Riki takes their thoughts into account and-...
*Click!*
'Accidentally' trips and opens the door, revealing an empty hallway decorated with many doors.
"Woops, looks like we have no choice now!" Riki sarcastically says as he steps past them.
"Y- are you serious!?" Babette hurriedly whispers.
Eleril just lets out a sigh and follows along, "It's too late to turn back now... Besides, this doesn't 'feel' dangerous." she says meaningfully.
"Night Mother?"
Eleril nods, "I don't think this is a trap..."
They go through and check the doors, finding a luxurious bedroom, common room, etc... Until they stand at the last unopened doors. They step inside and all halt in place as they look ahead, spotting the Emperor looking up at them from his desk...
"So you're finally here..." he audibly mutters, only confusing them further.
"... You knew we were coming?" Eleril questions as she glances around the room searching for traps or hidden men.
The Emperor lowers his quill, "Of course, I did hire you."
...
"What...?"
"I hired you to kill me... I admit, it sounds absurd hearing it aloud but I never expected having to explain myself to my assassin..." he says, almost sounding unhappy that they hadn't immediately murdered him.
"Well, it's not every day an Emperor uses us to kill himself... Can I ask why?" Eleril questions, wondering just what his motive was...
"No. You may not. Hm, here, I'll lean forward, just stick me in the back and be done with it." he says, resting his chest against the desk.
...
"Youknow, this isn't the weirdest bounty I've taken up." Riki remarks while Eleril steps over, "Any last words?"
The Emperor lets out a long, tired sigh. "For the Empire."
"Patriotic." is all Riki says before Eleril sticks the old man in the spine with one dagger, and stabs him in the heart with another. The Emperor lets out one last gasp before quickly bleeding out, ending the reign of Titus Mede II...
"Alright, send the signal and let's leave." Riki says, hurrying Eleril who was leaving a bloody handprint on the wall.
