David knew exactly well what he was trying to do. Maverick was too smart of a man and he didn't involve anywhere until it brings some kind of benefit to him. 

Sending him and Katherine together to an event where businessmen will be gathered to strengthen relationships with each other. Business opportunities will knock on the door with his and Katherine's face and the person taking it to his father would be Maverick. Thus claiming the final reward for everything and becoming the best son suitable to be the heir.
