This was the first time that there was such a weird guild.

In general, no one could make a guild for personal reasons. The guild had to accommodate a lot of people with similar abilities. 

If one wanted to make an organization with various ability users inside, they usually become mercenaries or become a mafia. 

Others built organizations of various purposes. But, to create a guild, one had to gather people with the same abilities. 

As for this irregular tamer guild...it allows charm ability users to charm monsters and beasts alike without being a tamer! 

That's really a unique guild there. 

The percentage of charm ability users throughout the country was actually high, because it's a common ability user.
