He had access to them and could go through them, but he needed to organize them to find what he wanted easier in the future. He had researched the possible ways to strengthen Sinhunter, but he needed to get higher in the Tower to start this process. Shingi needed to gather different materials from monsters and some minerals that existed in places on some of the Tower's floors.
