Some types of ill men were allowed some freedom of speech in medieval settings - even in Russia. Plus to tolerance, plus for freedom.
Some types of ill men were able to bring innovation. It's easy to think out of box for 'em.
But than some types of mentally sick men were allowed great power as rulers, inquisitors and so on. It was sick. But it was really sick, that they were able to create subcultures, to create traditions that trained 'em some really good successors that didn't need to be as sick at all.

The aging.
When you lose your memory and you aren't as clever any more, you try to compensate. Some small part of us manages to become wise.
...and some completely deranged sick old may gather even more power to commit their crimes. And we are really lucky, when they just take to raping their victims personally. Or even than they have us killed to get brand new organs to use.
The problem is, they may act strictly in the bonds of Law and on the world scale too...
PS. Now, I may just get to listening to the professional's opinion. Or I may pass. In any case. Even if you aren't born creative. Even if you aren't born nonconformist.
Would it hurt so much to think independently for a couple of minutes before you let others to present their own opinions to you? It helps more than condoms when you need to prevent tramps, pootins, ayatollahs and other nati-anal leaders.
