Naruto is totally a death world for your average joe. Random adults are not trusted, ever, and your average 12 year old genin can kill a trained adult without chakra. That's without going into the murder pink eye or all the other dangerous people. Worse, they can be dropped in one of the shinobi wars, where everyone would target them on sight.
