No one really needs to be a soldier to understand military structure. Besides, other than the medieval ages and revolutionary era, no generals have been on the front line with their soldiers. Then you're just asking for another story. The protagonist has been written since the first chapter, complaining him for being normal doesn't matter to me. And even if he's a retired general, you really think he'll be on the field with his soldiers? Do you even know how modern military works? Him overshadowed doesn't mean anything since he doesn't have to teach his subordinates to do things his way like they're toddlers.
