You see as a Generalfeldmarschall during a time of war, Bruno's authority was second only to the Kaiser, he could effective wield the Reich's military police as a weapon against military or civilian targets depending on whether or not their crimes were deemed "a threat to the war effort."

Reminds me of the scene in John Wick 3 where the doctor who treated John told him to shoot where

This is how it should be… Frankly speaking, I would have enjoyed to take part in the last charge to Paris with you and Heinrich, but I am not built for the era of peace that will follow that.

Bruno sighed heavily when he heard this, reaching into his coat pocket as he pulled out a pack of cigarettes. It had been a long time since he had quite smoking, but today… Today was a day where he would make an exception. Lighting the device, he took a long and heavy drag before exhaling a large plume of smoke.
