As someone from a different world, I don't think she would be in favor of forcing someone to be summoned and work for her. For the naturally reincarnated, she would allow them to reincarnate after she reads their old memories and determines if they would try to rebel.
The way I'm doing it is resistances only weaken effects. It's not exactly how it worked in the novels, but I'm trying to separate Resistances from Nullifications

For the most part, your statement is true, but not always. For example, if it was true, then Dino would be stronger than Veldora, Dagruell, and Luminous. But he's not, since he's considered on the same level.
Imagine Tempest, but instead of being surrounded by forests on all sides, is would be surrounded by mostly grasslands, with a small planted forest on one side
Guy and Diablo were supposed to be on the same level before Guy Awakened. But even afterwards, he was still considered very strong, so Velgin doesn't want to underestimate him
