No he cannot ask for things from other types of CYOAs. Also meta-essences are their own jump, and since he can’t wish for things from other jumps, specifically perks and the essence count his perks themselves, he cannot ask for them.
I could just ask the genie for some overpowered ability, but it feels cheap to do that, even if every logical cell in my being is telling me that it's the most efficient way. I may have to resort to doing so as I'm only not doing it out of pride at this point.

OK, so your first question the reason Mark is able to read his micro expressions is because they are. They’re quite literally twins not identical ones but they were born on the same day since they’ve grown up together. They’ve learned to get a read on each other. Amber has been shown to be perceptive, even in the show, and in terms of how his biology works, that is another topic entirely.
