I think it does have it since in DM between Yugi and The Rare Hunter with Slyfer it was mentioned that there was a limit of cards in hand.
And since the rule of only 7 cards in hand doesn't exist here, she could reach a maximum of 21,000 ATK points with just cards in hand!
