What I said before was that Whis is always in UI because he is an angel...but it is naive to think that UI is all that angels are capable of even Beerus got UE, I believe we haven't yet seen the true depths of the angels...they also play a bigger role in the Omniverse than that of G.o.D as seen by Zeno not erasing them...I don't believe that Beerus could beat any official angel

Where did you get the info that Whis is always in his strongest form 'just because he is a master of UI' it is not a form 'transformation' for him as an angel...and it is a pretty accepted fact that Beerus is way weaker than Whis 'he is also his teacher' and Whis isn't even the oldest among his siblings so we don't even know if he is the strongest among them just because he serves the current strongest G.o.D
