The Parliament of Flames is the literal concept fire with an actual conscience. There are other Parliaments each representing an aspect of the universe, such as the Green that represents plant life and is most famous and well known thanks to swamp thing comic books.

It is a primordial force that existed since the Sphere of The Gods formed itself since it came from that plane... well at least to some writters who can a bit of consistency.
He looks like the manga version, which the only difference is the eyes which instead of green are amber in color, and even then it is described as being so utterly beutiful that even Seiya was a bit entranced.

Because is BS, everthing that he does theroatically another Kryptonian should be able to do as well, but doesn't quite work, and all feats done by Superman are only applied to him. Also, I recently read a comic where a group of supervillains from the Legion of Superheroes (I forgot their name) Went back into the past and planed to raise both Superman and Batman into thinking they are their family and turning them into villains. It worked.
