just feels like it is being overlooked but some themes that are being applied in this story are higher power = both higher cost to use system and higher tiered enemies taking action this would mean the moment he hits the power level right above kage he wouldn't be able to afford to use his system anytime soon and the "beings" of the power level or higher will look over in his direction. now if bigger badder enemies aren't bad enough news add on the "misconceptions" they will make about his "growth rate" 🧨✨️☠️ 🪦

just a random thought, but what would happen if the Avengers setting up a base in international waters or space or "an unowned location" and going for the same angle as the justice league did with a "non military focused actions / non interference" charter things ( don't remember the details to well )
