nemesis has the intelligence of a hyper aggressive toddler last I checked and the reason he doesn’t want to show intelligence is to make his opponents think he is an artificial monster so shield and others would either hesitate to pursue it or would be misled into looking into the wrong things and waste their time (a bonus would be that shield might find some of the other evil organizations that like to make monsters like A.I.M)
