I'd guess he's talking about sinking into the shadows/becoming one. He used it a lot on the chained isles, to more easily travel along the chains and when fighting nightmare and imp. But nowadays with his shadows becoming him, so the inverse ability, he doesn't really use it much
One of his avatars could hold the Lantern while another ventured inside. He could maintain at least two avatars indefinitely, as well. And on top of that, the passive use of Shadow Step did not consume his essence anymore, either.
