Since the Black Plain had demonstrated so much power, the enemy side would not be slow to respond with an attack, probably followed by the invocation of the Counter-Revolutionary Statute.
Obviously, this device would take some time to have practical effects on the Black Plains' war of independence. After all, this region was not small, and some states were so far from the Brown Kingdom that even 4th stage beasts could take more than six months to come here!

RVN_1998 I think some people may find it problematic that the idea of pressuring immigrants is advocated in this chapter, so I want to say that this is only in the sense of community integration.
At no point in the chapter is the oppression of them said or advocated, but instead that it is socially beneficial for them to integrate rather than remain separated from the community they are in.
It is easy to sit comfortably in one place, and it is annoying to be bothered to get up and do certain things. But just because that's the way it is, doesn't mean it's beneficial for you...
That is what is advocated in the chapter, so don't take my words out of context.
