Valerian stared at the poor state in front of him " What happened?" he thought.

The dog shelter had rusted metal panels and cracked concrete walls, its paint was faded and peeling under the weight of time and neglect. Barbed wire coils crown the top, a twisted barrier that discourages any approach. The entrance, marked by a half-dangling sign, displays the shelter's name in faded letters, a sad reminder of better days. The 5th Ward had always been behind on technological advancements. Only people who could not afford to live in the inner wards would live there. It was where homeless people would often take refuge.

It was also where his father used to get his test subjects. Orphans and homeless people who no one would remember even if they died. They were the type of people who would gladly sell their souls to the devil just for a bit of money. Valerian felt sorry for them.
