Capítulo 42: An important discussion
AN: Here is the thing. Although, the official timeline is perfect, I will change it a little bit to suit my own story. There are a few things that can't be done without it. For example, Shanks became an emperor in 1511. But I will make it a few years earlier. Then there is the war lord system, which actually started in 1509. But I will be also starting it earlier to suit my story.

"Damn ! For emperors of the sea huh ! I can't believe that brat on Roger's ship managed to become this famous !
Bhahahaha ! If this continues on then we marines might loose all of our weight in the new world !" Garp, despite the serious situation, laughed heartily after reading the new 2.9 billions berries bounty on the head of red haired Shanks.
"Garp ! Be serious. Because of that damned red hair we are in trouble. And I am not talking about losing our grip on the new world. But the proposition by the world government or to be exact, the five elders." Sengoku shouted at Garp .
"What exactly happened ? You were looking pretty tense earlier." Tsuru asked.
"It is the new proposal made by the five elders. The seven war lord of the seas."
Sengoku said darkly.
"Hmmm, seven warlords ? What the heck is that ?" Garp asked while picking up his nose.
"It is a system of power proposed by the five elders to oppose the four emperors of the sea.
They have asked us to choose 7 worthy pirates, who particularly do not hold any animosity towards the world government in general. But they must possess enough strength to back up their titles.
'These 7 pirates, under the approval of the five elders and the marine fleet admiral, will be given special treatment from the marines and the world government.
Their bounty will be frozen and no longer be effective. But in exchange of that they will have to follow the order of marines. Although they are not bound to follow every order. But some specific orders must be fulfilled at any cost. They cannot go against world government and marines. Those pirates who are ready to follow these rules can become one of the seven war lords.'
There are some additional rules and regulations with this system. But they aren't important for all of them. Only those who choose to take some special privilege from the government will be following those rules.
This was the proposal given by the five elders. Obviously this isn't easy at all. First of all the seven war lords will be considered as the allies of the marines. That means we have to overlook the crying they have committed and the crimes they will commit after becoming a war lord.
But this is only the start of the problems." Sengoku sighed.
"What !" Garp suddenly shouted after hearing Sengoku.
"You are telling me that there is going to be a power system in which I can beat as much pirates as I want, eat as much rice crackers as I want, I don't have to do any paper works, and above all else I am not forced to follow every order !
You gotta be kidding me ! This system is heaven for people like me !
Hey Sengoku, do you think only pirates can apply for this job ! Ex-marines should be okay right ?" Garp exclaimed !
"Have you lost your mind ! Garp ! You are the hero of the marines ! There is no way in hell I will ever allowed to leave it. Even now you are the role model of every 6 out of 10 newbies that joins the marines.
And besides what about the orders !
You are not following them either way !
And your talking about paper work ! Have you even done a single paper work in your entire lies by yourself ? Do you think I don't know that you push everything to Bogard ? He is a saint that he hasn't abandoned you yet !" Sengoku shouted.
"Bhahahaha ! Don't take this seriously I was just joking !
Anyway is there anything more in those orders ?"
Garp asked diverting the attention.
Sengoku obviously noticed it. But he choose to remain silent. It will give him only more headache if he engage in a argument with Garp.
"Yes they have sent us some notifications and some recommendations for the position. They have asked me to check the history of these pirates and assess them if they are fit for the position or not.
The five elders have asked me to choose at least three out of 7 war lords by the end of this year. From the beginning of next year they will declare the system of 7 war lords to the rest of the world."
"Well it is not easy to find pirates who can go against the emperors. But what about those recommendations ?" Tsuru asked Sengoku.
"Well they have recommended many pirates who have a bounty over 100 millions. Among them there are a few figures you will recognise, that have caught my eyes.
Marine hunter Dracule Mihawk,
Snake princess Boa Hancock,
Dark Shadow Gekko Moria,
Sand king Crocodile etc.
I have checked all of their history.
The last three have never engaged in direct confrontation against marines unless they are provoked. Except for Hawkeye.
But he is an exception. I have chosen him because of his strength. It has been a year sense he gained the title of world's greatest swordsman.
And ever since then, we have report of him clashing swords with red haired Shanks. Honestly even with his title as the Marine hunters he has not directly antaognised the world government. Even with his bad history with marines, the five elders want him as an war lord.
Then there are the rest of the three."
Sengoku paused a bit. He noticed that Tsuru's face darkened. He knew the exact reason behind that.
So he decided to start with Crocodile.
"The rookie, Crocodile. Although he didn't have a 100 millions plus bounty, he is known for hunting other pirates. Although he usually avoid marines, he has never backed away from us. He is the user of sand sand logia devil fruit, with a bounty of 70 millions berries.
After his defeat in the hands of white beard, he has developed a grudge against him. So we don't have to worry about him willing to face another emperor.
Gekko Moria, the user of shadow shadow devil fruit has a bounty of 110 million berries. He has clashed with Kaido and has lost all of his crew. But he himself survived. He is strong, well at least in the paradise standard. And he has also faced an emperor before. So we don't have to worry about him doing same in the future.
And the final candidate-"
Sengoku was not able to finish has speech when Tsuru interrupted him.
"We absolutely cannot let her join the war lords !" Tsuru said seriously.
Garp rose his eyebrow at the serious behaviour of Tsuru. And Sengoku sighed.
