"B..., but Tsunadae-Sama...., I want to help as well as find Naruto." Sakura raised an objection, and there was a trace of melancholy in her tone as she said, "Your presence will only make the poor brat more upset." Tsunadae said "But-." Sakura was about to raise an objection when Kakashi interrupted her "Tsunadae- Sakura, Sama makes an excellent point; your presence will only make Naruto's predicament even more dire." Sarutobi-Sensei was aware that it was a severe punishment, but she understood that it was necessary for the sake of Naruto's protection." Tsunadae Explained "protection for Naruto. Does this imply that Naruto comes from a noble family or something along those lines? Something comparable to what I've just seen in our practise match, perhaps?" Sasuke Asked with a look of bewilderment on his face

Because..., a very long time ago, the nine tails launched an attack, and you were told that the fourth of them was responsible for his death. However, the reality is that he did not pass away; no one, not even the fourth, was able to vanquish him." Tsunadae explained, while the rookies looked at him with confused looks and said, "The beast was restrained rather than put to death. It was the only way to guarantee that the leaf would not be damaged. Tsunadae continued, and everyone was perplexed but trying to figure out what Tsunadae could mean. "That boy the Kyuubi was sealed in..., was Naruto," Tsunadae said. Tsunadae has come to an end.
The room went silent as the rookies' faces changed from confusion to shock as they realised that they had never known of the Thirds law, that they had been lied to by their parents and the leaf that the Kyuubi was dead, and that they had never known that Naruto had the exact same beast that had attempted to destroy the village and killed lots of innocent Shinobi and people in Konoha.

Because of this, the villagers in the village mistreat Naruto and call him a demon. People mistook him for the Kyuubi rather than a jailer or a boy of his age who was working towards his goal of becoming Hokage. He was only thirteen years old at the time.
They believed that Naruto's dream of becoming Hokage was nothing more than a childish fantasy at the time, but now that dream has taken on a significance that is immeasurably greater for him. This is why he said he wanted to become Hokage. It's the dream that's going to turn everyone in the village's opinion of him around, and instead of seeing him as the evil spirit, they're going to look up to him as a genuine hero.
