*Conference Room in Japan*
"Alright, we're all here to discuss the apprehension of the infamous vigilante known as Azure Bird. Let's all settle down and commence the conversation." Exclaimed a small mouse on the podium.
"Nezu, this case was handed to us because he was a particularly troublesome one to defeat seeing as he not only had great control over his quirk but also strength. We should take this seriously. I say, we break some bones, maybe even cripple him. " Said a seemingly homeless man, yet he held a serious expression on his face.
"Aizawa Boy, calm down. We were given this case because we are U.A, the top hero school in the nation, also because we might be able to recruit this vigilante. He seems to only be a child, as we've seen him grow in both height and strength these past years. In my book, he's hero material, especially since he only killed villains and hurt corrupt heroes. He even left evidence of their crimes." Said an elderly man who spoke wise words.
"I agree with Grand Torino, especially since he's hero material." 'One that might even become the official number 1.' Nezu chimed in and secretly thought, not passing up the opportunity to recruit a potential hero.
"Well, Nezu, who's going to apprehend our little listener?" A blonde man with a microphone for a neck said.
"Well, Yamada, I have composed a team based on his abilities; Lunch Rush, All Might, Eraserhead, Midnight, Cementoss, Snipe, Gran Torino, and some secret backup in case of unforeseen events. This operation will commence at Mustafu Mall in two weeks. Trust me, he'll be there." Nezu said, declaring the end of the conference.

(Two weeks later)
* Azure Pov *
I'm at the mall standing on top of this trash I defeated. I mean, if you're planning to cause trouble, at least have the strength to ruin my pleasant outing. 'Strange, where are the people? It's a bit too quiet,' I thought, with a skeptical look behind my hood.
"Heroes, it appears you've caught me in a trap; why don't you come out of hiding. If you've orchestrated a fight to lure me here, you must be confident in defeating me." I said as I scanned the mall for heroes.
"Well, it seems Nezu's plan was correct." Said the heroes, coming out of a shop.
Damn, they prepared to go all out, grabbing so many heroes that are on my dangerous list. I mean, they have All Might, Eraserhead, Hell, even Midnight is there.' I thought, frowning.
3rd POV
Without notice, Azure shot off towards the hero's while doing a partial transformation and cladding his talons in flames, trying to get in a sneak attack.
However, All Might disappeared from the back entrance of the shop, before reappearing with his arm blocking the talons with barely a scratch on them.
"Hey All Might, let's skip the classic hero speech and fight," Azure said before being shot in the stomach.
"Damn, so bullets don't work." Snipe remarked seeing that his wound healed with his flames over the hero's coms.
"No Snipe, they do. I saw the flames on his body were being siphoned to heal the wound. We can use this." Nezu said, looking through the security cameras while thinking up a strategy to provide.

*1 hour*
There are battered and tired people fighting in the mall, but the heroes are mysteriously getting re-energized.
'Damn I can't continue; they're getting energy from Lunch Rush. I left him alone and now he's too guarded. I was too overconfident. Now's not the time. I need to use a huge, large-scale attack on them, I'll try and end this soon.' Azure thought while jumping back for a momentary break.
As he was about to do something, he saw some pink-looking fumes and immediately recognized them. He held his breath and morphed his flames around him into a small tornado, effectively burning the fumes.
But as he relaxed, he was shot. 'I can brush this off.' he thought, but fate has a strange way of playing with Azure because right when he thought that he suddenly couldn't control his flames anymore, they were still there but he couldn't control them.
"Eraserhead." was all he could think of before he was slammed by both a hard kick to the shoulder and a fist to the back, violently on the ground, so hard that it cracked and with no control of his flames he couldn't transform himself into an elemental state.
*Flashback 30 minutes*
Nezu said over the coms, "Hey everyone, I have a plan to defeat him. His healing factor isn't the strongest and whenever he gets healed, his flames rush to the wound leaving its original spot. Eraserhead, he appears to be on guard against you, so stay out of his way for now.
At first, I want you all to tire him out for about 20-30 minutes. Then, Midnight, don't be afraid to show your quirk. While she does that he will respond accordingly, then I want Snipe to shoot him, I want Eraserhead at that moment when his flames are not covering certain parts of his body to use his quirk on him.
He seems to have both transformation and emitter properties, so you might not be able to cancel it, but you should be able to stop his control over it. At that point, I need Grand Torino, and All Might to pumble him." Nezu's in-depth analysis stunned everyone on the coms, especially given that the fight has only been carried on for 30 minutes.
*Flashback end*
The heroes wouldn't let Azure catch his breath. Lunch Rush kept giving more food to resupply the heroes with energy, Midnight kept using her quirk making him have to waste his flames to get rid of it, Snipe kept shooting him causing him to have to use his flames to recover.
Which also gave Eraserhead the chance to see parts of him and stop his quirk temporarily, which allowed Cementoss to momentarily bind him, and let Gran Torino and All Might toss him around like a rag doll.
After 5 minutes of this, the heroes then dragged him to midnight so she could incapacitate him.
"Hey Azure, we're going to let you get some rest so you can have a clear head to think when you wake up," Snipe said, his scope locked on looking for any small movement.
However, Azure was too busy trying to keep conscious that he only heard the words "rest", so he assumed that they were going to capture him so they could lock him up.
'Damn, is this how it ends up locked up in a cell? Defeated in the same mall where my parents were killed, by the same kind of people, HEROES, the people who caused their death. I'm not willing to die. There's still an unfathomable amount of scum that needs to be purged.
So many die as a result of heroes. There are so many who are refused safety and protection because the heroes put, their justice above the safety of the people. I need to save them, I need to win, I need POWER!' It was then that Azure sensed something shift in him, like a bud finally sprouting in the spring.
Then he felt a power, power that was way stronger than he ever had access to. He felt like heroes were not a problem anymore.
"Hahhaha, Heroes let me test my power for as long as there is still scum in this corrupted society. There shall be an Azure flicker of fire to burn so brightly and anyone in the way of my path shall not be there for long. " With that, Azure shot up from the ground and jumped far away, then he compressed his flames into a dragon-like a certain someone from his memory had done and then increased the temperature to the same level as the man in his memory.
He didn't understand it, but he felt like he could, even if he had failed at doing so the past 5 years.
The heroes were confused about how he had the energy to jump away, but they all instinctively felt like something very terrible was about to happen.
From there on, it was hell for the heroes. First was Eraserhead, as he seemed to have annoyed Azure enough with his sight, so Azure sent the dragon his way. Fortunately, he lowered the temperature so that he could survive, but barely, and only if he got medical attention soon.
Second, he dealt with Midnight, Snipe, Lunch Rush, and Cementoss by locking them in a tornado of flames that quickly got rid of the oxygen inside, making them pass out due to their lack of it, but like before, he inflicted non-lethal damage.
Then he partially transformed and flew into the air. Because of that, Gran Torino had to try and go for him. However, since his path was predictable, to Azure he got a wing full of fire in his face.
But he changed direction in the air by tilting his body left last second, since Gran Torino lost his balance, he ended up crashing into a building.
All Might got a talon-shaped burn on his back that even gave him 2nd-degree burns. This forced him to one knee since his transformation was nearing its limit.
He was shocked to see that Azure was able to gain energy and not only heal himself but also beat them as if he had been playing with them for over an hour.
That couldn't have been because he saw the despair on his face when they were nearing midnight. He realized that his thoughts were useless and were about to issue a retreat, but before he could, someone new entered the mall.
*Nezu Pov*
"No way he really managed to do it," Nezu said in wonder.
"What did he achieve Nezu?" Said Yamada, who's also in the security office with Nezu watching Azure on the live feed.
"A quirk awakening, something so rare that it never really happens. When someone is pushed to the limits in a life-or-death situation and the person has extremely unstable emotions, they have a chance of awakening their quirk. This will not only give them more raw power but also new aspects that they couldn't do before."
"Isn't he way more dangerous now?" Yamada said.
"Well, that would be the case if I didn't call in backup for a situation like this," Nezu said almost gloatingly.
'If All Might and Eraserhead couldn't beat him, who could this person be?' Yamada thought, pondering.
"Don't worry this person may not be the most famous but I consider her one of the strongest heroes when dealing with capturing," Nezu said, guessing Yamada thought.
'Pity Azure you're one of the strongest people of your generation, unfortunately, the backup I called even I would have trouble coming up with countermeasures for.'
*Azure Pov*
"Hey, you all seem to be in a terrible mood. How about you turn your frown upside down?" The green-haired woman commented while shooting finger guns.
"Back up, I wouldn't be surprised since that man was probably the one involved in the plan-making. Fine, since you're here, you're probably strong. That's good; more people to test my strength on. " Azure said, drunk on power.
"Hey, my name is Ms. Joke. Did you know that smiling is infectious? Be careful or you might just catch it from me." Ms. Joke said, with a wide grin on her face.
"Wait, Ms. Joke" was all Azure could think before he burst out laughing uncontrollably.
'Damn!' Azure tried to send a flame dragon since he felt the interval between his laugh getting shorter and shorter, meaning he would soon pass out due to a lack of oxygen if this carried on.
"So, kid, how about you get some rest because you need it to get that frown off your face so you can go to a happy town." Ms. Joke said while giving the go-ahead to the newly recovered Midnight to use her quirk.
'Wow, this is how broken a "Flea On-Site" is. 'Was all Azure thought falling into a deep slumber of darkness?

Azure's Ranking System
Dangerous List: People who he has to take seriously and unless necessary he won't pick a fight with.
Flee On-Site: People who he won't be able to defeat, and that will make it so he can't run away. People on this list are usually absolute oddballs.
Absolute: something that is not subject to any constraints or conditions. Something independent of some or all relations and is not bound by any rules.
