It wasn't uncommon that the machine would fail to measure the actual amount of mana of an S-Class awakener. It happened to quite a handful of mage-type awakeners, and a good example was the man presiding over Shen Yuan's test, Mao Huanlong.

But what's worrying for the chairman and for the entire Hunter Association was the declining power core used in it! 

"W-why. I mean, what is happening now?" Mao Huanlong asked after a moment of downtime in his reaction.

"We don't know, too, Chairman! The energy keeps on dropping as if a pressure gauge siphon is sucking it. If this continues, then the machine will be n-no more."

Hearing these words sounded like a loud bang of lightning in Chairman Mao's ears. This machine is extremely expensive, and the materials and technology couldn't be found in their country! They are all mined in the rare dungeon in Country P, so even if they tried to assemble this mana-measuring machine with their own might, they simply couldn't!
