Actually, he wants to level up all the elements to eighteen so he could get the abilities exclusive to them. Unfortunately, some of them stopped improving when they reached a certain limit. It just means that the laws in the environment where he meditated weren't high enough.

For example, after four weeks of meditation inside Sofia's dark domain, his understanding of the law of darkness stopped growing as soon as it hit level fifteen. No matter how patiently he tried to wait longer, seat, and meditate, the progress was really stuck. It just means that the dark domain could only let Fein's law of darkness level up to fifteen. He needs to find another environment that has richer dark energy and stronger law of darkness.
