The Urgent Flare was only handed to the City Lord of Blazing City.

Pressing the Urgent Flare meant that the city has encountered a crisis, and at least three elders of considerable strength must go to assist the City Lord of the current predicament as soon as possible.

Those who received the message were just a select few.

This was the reason why there were only a few strong guards in Blazing City.

Aside from the fact that no one would act brazenly here, the City Lord could call three elders for his own disposal if he encountered something difficult, hence, there was no need to strengthen the city guards too much with such an arrangement.

Only he himself has the right to use such a thing. Even the leader of the Red Family himself doesn't have the privilege of owning such a thing. Of course, he has other means for his own disposal.

Being the Red Family leader was, after all, more precious than being a mere city lord.
