It's just that the latter works directly at the HQ, while the former only works in a Branch.

Daphne just nodded at his words and made her way towards the back of one of the trucks.

"Open it up," said Daphne.

One of the workers near the truck nodded and slowly opened the back of the trucks, revealing the contents within.
