Capítulo 20: Kage Summit: Part 1
Time passed, and it was the time for the Kage Summit.
Kages of big and small countries, many arrived near the border of the Land of Fire, just besides the Valley of the End.
The first ever Five Kage Summit happened in the Hokage Office. But, it was because of Hashirama's strength that he could take care of the other four Kages and one of their bodyguards without letting any damage happen to Konoha.
While Akame is currently the strongest, and can kill every Kage if she wanted to, Konoha would certainly face immense loss of it came to it.
In the center of the large table was the Third Hokage, Akame. 17 years old.
The second most powerful person in the room was Third Tsuchikage, Onoki. 18 years old.
The third most powerful person in the room was Aashina Uzumaki, the Uzukage. While his real age is not known, he is close to the age of First Hokage's father. Despite being 70 something, aside from his white hair, he doesn't look older than 50.
Then there is Third Kazekage who is just 14, Mizukage who is 40 something but not stronger than a jonin, and Third Raikage, who is just 10 years old. Barely chunin level but the strongest in his village.
After the First Ninja War, the power dynamics have shifted.
Despite weakened a lot, Konoha stands firmly on the first position as the strongest village.
Iwa stands as the second, being an ally of Konoha during the war.
Kiri stands at the third position, but it is no plaguing in internal conflicts due to a power gap. The person who would have become the Third Mizukage has been killed by Akame during the war. So even though Hangetsu Hozuki has become the Mizukage, the heads of the lower caste clans, Kitsu Yuki and Kimikaro Kaguya, who joined Land of Water later, are stronger.
To secure his position and prevent internal conflict, Hangetsu needs to provoke conflict with outside forces.
Despite having only about two thousand people, the Uzumaki clan which controls the group of islands called the Land of Whirlpools, without any Daimyo, is the fourth strongest power in the world.
Uzumaki clan was founded by a member of Senju clan who didn't want to fight in the conflict between Senju and Uchiha. So, for the most part of history, Uzumaki clan has refrained from interfering with the world, has quietly refined the sealing jutsus, and sealed dangerous things like Moryo demon and such.
Because they are not really fighters, they didn't join Konoha, but did gift it the barriers and seals that no other village has. Even Hashirama marrying Mito Uzumaki was a rare case, because Hashirama was just so approachable and strong, and actually desired for peace unlike the previous Senju clan heads.
Suna was at the bottom of the first 5 ninja villages to begin with, but in the war that it started, both first and second Kazekage died, and their ninja population which wasn't much to begin with got shrunk down to 1/4th.
Kumo, and the Land of Lightning as a whole, was at the bottom of the whole world, both militarily and economically. Reduced to just children that survived thanks to their parents protecting them, and those that were outside at that moment.
Other villages weren't intent on attending this meeting, but they feared that if Madara's niece got angry, they would be in trouble.
If not for other villages trying to stop giving more reputation to Konoha than it already has, they would have labelled the Third Hokage as the Goddess of Shinobi or The Witch of Calamity.
Seeing the water in the Valley of the End, and clouds in the sky, everyone decided that they wouldn't mess anything. Mizukage decided to deal with Kiri's internal conflicts some other way. And Raikage could barely control himself from shaking in fear.
"Let's the Kage summit begin.
First of all, I apologise to the countries that got caught in the cross-fire of the war, because of some villages' greed."
She looked at Kazekage, Mizukage and Raikage.
Due to Iwa misjudging that Tobirama should be almost on the same level as Madara, given that he has faught almost all his life against Izuna who was almost equal to Madara, Iwa didn't attack Konoha, nor it tried anything. They didn't know that Madara who didn't use Mangekyo Sharingan because of possibility of going blind and Madara who could use Susanoo as he pleased are vastly different. That's why information is very crucial.
"If those countries want compensation from the invaders, Konoha will be there to mediate.
From now on, I establish the code of conduct that no one will attack the uninvolved.
For example, if someone attacks Konoha, I will directly go to that village, and attack it directly in return.
I have gotten a hang of it."
Everyone shuddered, and looked at Raikage. Amongst all, Kumo has been the most eager to swallow up small countries. The ties between the Land of Lightning Daimyo and Raikage's were really strong. So they had all the support for expansion of Land of Lightning.
Everyone realised that the Third Hokage is nothing like the First and Second Hokage.
First Hokage had the image of a saint, who even bowed his head to the other Kages.
Second Hokage, while he didn't use really nasty jutsu, he didn't threaten everyone like this.
But Third Hokage, she is directly telling that, 'if you attack my village, I will ensure that your village will not longer exist.'
Onoki, who was familiar with Madara, understood that his niece is more extreme than him.
Madara only told Iwa to submit to Konoha, and he just played with his teacher and him a little. He didn't want to kill kids. But, his niece is fully willing to kill off entire villages.
And the problem is, Hashirama was the Hokage at that time, and he scolded Madara. But, Akame Uchiha is the Hokage. There is no one to stop her.
Aside from Suna, every village had clouds over them at one point or another.
Everyone nodded their heads.
"The war was a result of ninja villages wanting to prove that their village is the superior one.
Let me break it to everyone. Your villages are not going to come close to Konoha in anyway.
Instead of sending your children and the future of your villages to their death due to your stupid pride and trying to prove yourself superior, focus on improving the lives of your people.
Warring Clans Era ended because Senju and Uchiha clans set aside their pride and trying to prove themselves superior, and decided to break away from the thinking of the clan heads before Hashirama and Madara.
When their brothers died, their fathers told them it is a matter of pride that they died in battle.
Hashirama and Madara, the strongest ninja in known history valued the children more.
The Second Hokage, my teacher, killed my father in battle when I was still in my mother's belly. Yet, I believe that my father, who seemed me less important than his pride of the Uchiha clan, was in the wrong. And he paid the price.
I want you all to set aside your hatred from the war, and cherish the children of your villages instead of crushing them. If you want war, dare to fight alone, on your own without dragging others into it.
There are certain things that were set wrong by First Hokage. So, I am going to correct them.
First of all, from now on, I don't allow capturing the tailed beasts. They are intelligent beings from the era of Sage of Six Paths.
The current jinchuriki's may keep the tailed beasts inside them, but after their deaths, the bijuus will choose for themselves.
I won't allow them to be used as weapons of war."
"You can't decide that Hokage! We bought them from Konoha at a price!"
The 10 year old Raikage slammed his fist on the table, shouting in anger.
