Marine Headquarters, Fleet Admiral's Office

The rhythmic "click, click, click" of pen on paper filled the room, but for Fleet Admiral Sengoku, it was anything but soothing. 

Each sound seemed to ignite a frustration that etched a visible frown onto his forehead, and he struggled to maintain his composure.

"Click, click, click."

"Enough already, Garp! If you want to eat, can't you do it somewhere else?" Sengoku finally snapped, his patience exhausted as he glared at the white-haired old man lounging on the office guest sofa.

Garp, unfazed by Sengoku's irritation, responded with a cheerful grin, "Come on, Sengoku, don't be so uptight. I'm not bothering you!"

"You are!" Sengoku retorted, slamming his hand on the table. "Your incessant snacking is making it impossible for me to work properly!"

Garp shrugged nonchalantly, "If you can't work, just take a break. No big deal. Want some senbei?" He offered Sengoku another rice cracker.

Sengoku clenched his teeth and held back his frustration. "I don't want any!" he growled.

Garp continued munching on his snack, oblivious to Sengoku's discomfort.

Taking a deep breath, Sengoku forced himself to remain patient. "Alright, what exactly do you want from me?"

Though Garp often visited his office to snack, it was unusual for him to stay for days on end. It usually meant he was after something significant.

Given the recent situation with Ace, Sengoku had been waiting for Garp to make the first move, but his patience was wearing thin. 

Garp put down his senbei and looked at Sengoku with a serious expression. "I want to see Ace."

"Absolutely not!" Sengoku's expression hardened, and he firmly refused. "This is a critical time, and no one is allowed to see him, especially not you!"

It was a tough situation for Garp. On one hand, there was his duty to the Marine; on the other, his personal relationship with his grandson. He understood the difficulty of Garp's situation, but he couldn't afford to gamble with the Marine's future.

"It's only been two days since Ace's capture," Sengoku continued. "The eyes of the entire world are on the Marine Headquarters right now. If something goes wrong, it could spell disaster."

Sengoku wasn't willing to risk the Marine's fate on Garp's request.

"Please, Sengoku!" Garp's voice softened, his face showing the weight of his years and the desperation of a grandfather wanting to connect with his grandson. "I just want to have a final conversation with him."

The body of Fleet Admiral Sengoku trembled, and his heart softened instantly.

This was the first time he had seen Garp exhibit such an expression, and it was also the first time that Garp had begged him since their first meeting. Sengoku couldn't help but clench his fists, struggling to hold back the promise he was about to make.

"Knock, knock, knock!"

At that moment, there was a sudden knock on the office door. Sengoku sighed in relief and said, "Come in!"

A Marine officer with the rank of major entered, saluted Sengoku and Garp, and reported, "Fleet Admiral Sengoku! Vice-Admiral Garp!"

Sengoku waved his hand and asked, "What happened?"

The Marine officer replied, "Report to the Fleet Admiral, there was a fierce clash between several of the Seven Warlords of the Sea near the guest house."

Sengoku frowned and asked, "A fierce clash? Who was involved? What was it about?"

The Marine officer explained, "According to the investigation, it was the Seven Warlord of the Sea, Boa Hancock, who secretly brought the pirate, Monkey D. Luffy, into the Marine Headquarters. A conflict broke out when the other Seven Warlords discovered this."

"Who did you say?" 

Garp, who had been listening, was shocked by the mention of Luffy's name. He interrupted the officer, his voice filled with disbelief.

The Marine officer hesitated for a moment but repeated, "The Seven Warlord of the Sea, Boa Hancock, brought the pirate, Monkey D. Luffy, into the Marine Headquarters."

Garp was struck like lightning, stunned into silence.

Sengoku glanced at Garp, his brow furrowing as he asked, "What was the outcome?"

The officer replied, "Fleet Admiral Kizaru arrived on the scene in time to prevent the situation from escalating. With the assistance of several other Warlords, Admiral Kizaru has captured both Boa Hancock and Luffy."

"Admiral Kizaru wanted to know what should be done with them."

Sengoku did not respond immediately, instead glancing over at Garp, only to find him sitting on the sofa, staring blankly at the office floor.

The heart of Sengoku raced as he quickly considered the implications of the situation. The Marine officer, showing no sign of impatience, waited silently.

After a moment, Sengoku spoke in a grave tone, "Immediately dispatch a warship to escort Boa Hancock and the Straw Hat Luffy to Impel Down. Place them in the sixth level of Eternal Hell! Ensure all procedures are carried out promptly—no delays!"

"Understood!"

The Marine Officer was momentarily taken aback but quickly saluted Sengoku and exited the office. 

As the Marine Officer left, Garp, who had been lounging on the sofa, sighed and said, "Thank you, Sengoku."

Sengoku shook his head and replied, "It's the least I can do."

Luffy had recently attacked the Celestial Dragons at the Sabaody Archipelago. If the Celestial Dragons learned that Luffy was now in the hands of the Marine, they might seek revenge with their typical ruthless behavior. 

Sengoku's decision to send Luffy to Impel Down before the Celestial Dragons could react was a precautionary measure to manage the situation and potentially reduce the chance of an escalation. 

The notorious reputation of Impel Down might also provide some solace to the injured Celestial Dragons.

Sengoku hoped that this matter would be contained effectively and not spiral out of control.

Garp, sitting on the sofa, fell into a deep state of self-reproach, a glimmer of regret in his eyes.

Sengoku's heart ached at the sight and he sighed, "Go."

Garp looked up in surprise, his expression filled with disbelief.

Sengoku waved him off and said, "Go see Ace. Do it before I change my mind. Get moving!"

"Thank you!"

Garp stood up, sincerely thanked Sengoku, and hurried out of the office.

As he watched Garp leave, Sengoku fell into a contemplative silence.

The reason Sengoku agreed to let Garp visit Ace was largely a matter of necessity.

One of Garp's grandsons is about to be publicly executed, while the other is imprisoned in Impel Down. With these twin blows, Sengoku feared that Garp might be unable to cope and might even crack under the pressure!

As it stands, Luffy is only temporarily held in Impel Down. If the Celestial Dragons discover Luffy's true identity and decide to keep him there indefinitely, Luffy could spend the rest of his life in that hellish place!

The situation would be dire if Garp were to collapse under the strain and start questioning or betraying the Marine!

Faced with these concerns, Sengoku had no choice but to agree to Garp's request. Allowing him to visit Ace was a way to alleviate some of the pressure.
