Marineford
It was a few days after Boris had left Fishman Island. The preparations for Roger's execution was currently underway.
The Marine's who were stationed at Logue Town, Roger's home town, were currently in charge of building the gallows where the execution would be taking place.
Fleet-Admiral Kong heavily emphasized a policy of keeping watch on the happenings of the New World. That was where most of the monsters were currently at, and there was no doubt that they wouldn't take the news of Roger's execution lying down.
The Individuals in particular that the Fleet-Admiral had been keeping tabs on were mainly the remnants of the Roger Pirates, along with the Whitebeard Pirates as well. Although he had doubts as to whether the Whitebeard Pirates would truly act, he wasn't going to take a chance in being careless.
Roger was jailed within the cells of Marineford. He had been kept under close watch by Vice-Admiral Garp and Admiral Sengoku. Admiral Zephyr was in charge of watching the entirety of Marineford, whereas most of the Vice-Admirals were busy patrolling routes that led right to Logue town.
The World Government even granted Fleet-Admiral Kong the exclusive use of the Cipher Pol Organization. As a result, the Fleet-Admiral used them to gather as much intelligence as possible concerning major pirates.
Lawlessness at this period of time was not taken lightly either. The statistics for the number of pirates caught during this period stood out like a sore thumb. Indicating just how many pirates were getting arrested and sent to the rebuilding Enies Lobby, before being condemned to Impel Down.
As a matter of fact, Impel Down was currently overflowing with prisoners. Pirates and other notorious criminals were being registered in, and sent to their respective floors by the thousands.
Even the three stars of the Marines: Sakazuki, Borusalino and Kuzan, had been working overtime to instill order throughout the seas. They mostly operated within Paradise, but they were also making a large amounts of arrests as well, also keeping tabs on any movements that major pirates would be making.
So it would be more than obvious that when Fleet-Admiral Kong heard the news of the Storm Dragon's whereabouts, a meeting was immediately held in regards to it.
Garp and Sengoku were the only higher-ups that were excluded from the meeting. Even then, minutes were recorded exclusively for them to make sure that they were updated on what was going on.
Fleet-Admiral Kong slowly made his way towards the meeting room, making him the last person to enter and have a seat.
As soon as everybody had been situated and were currently sitting down. Vice-Admiral Yamakaji immediately stood in front of the presentation screen.
"Throughout the entire operation for the execution of Gold Roger. The whereabouts of most of the prominent pirates within the New World has been rather tranquil," Vice-Admiral Yamakaji began as he quickly switched towards a slide with four images that had Whitebeard, Big Mom, Kaidou and Shiki.
"Big Mom remains in Tottoland handling affairs with her children. Kaidou was last seen recuperating from his battle with the Storm Dragon, Boris."
"Unfortunately, the whereabouts of Shiki have yet to be uncovered. Investigations had been started in areas where witnesses claimed that they had last spotted him, but the results remain unknown. The probability of his interference is statistically alarming considering his past relationship with Gold Roger," Vice-Admiral Yamakaji stated, "Whitebeard, hasn't made any significant moves himself. Showing a probability of non-interference from his end."
"Alas," Vice-Admiral Yamakaji turned to the slide that had Boris' face in it. It was the same photograph that had been used in his bounty.
"The same cannot be said for his subordinate, the Storm Dragon. He had been last visually spotted on an island that normally coated ships. However, recent reports that stem from subordinates of the World Nobles indicate that he had been on Fishman island very recently. It's possible that even as we speak, he has already left the island to re-enter Paradise. His current motives remain unknown."
Murmurs immediately erupted within the meeting room. The Marines had fought the Storm Dragon before, and all of those battles had led to significant losses on their end. That alone was proof showing that they were very weary of him.
The Marine's policy concerning monsters like Boris was mostly flee-on-sight, save for the rare occasion where an Admiral was at the area. Even then, the Marines were ordered to tread very lightly.
"Wasn't there a report that he had commissioned a ship from that Ship Wright Tom? What if he's just going to collect it?" Vice-Admiral Kuzan raised his hand before asking.
"Reports indicated that although the ship is near completion, it is not ready to be used for sailing. So the possibility of him heading to Water 7 for it are slim," Vice-Admiral Yamakaji replied.
"That bastard! He's always been ready to spit on the face of justice, we should just bury him once and for all!!" Vice-Admiral Sakazuki growled as one of his hands erupted into flames.
"This does pose as a troublesome problem for us~, we couldn't stop him back in Mariejois ourselves. We literally needed the power of the Five Elders just to ensure his flee," Vice-Admiral Borusalino commented.
"Well, it's going to be different this time," Fleet-Admiral Kong spoke up for the first time, "If the Storm Dragon dares to try and stop the execution. He will be going against the full force of the Marines. I will also be attending the execution personally to ensure that Roger is killed accordingly."
"However," Fleet-Admiral Kong continued, "avoiding unnecessary conflict with him should remain a top priority."
"How about just leaving some CP agents on his tail. Keep an eye on him for the mean time," Vice-Admiral Tsuru suggested, "we currently need to reserve as much strength as possible. Fighting the Storm Dragon is not an effective way in doing so. If anything, it might incentivize others to join the battle in freeing them as well."
"Cipher Pol's forces at the moment are currently spread thin trying to acquire the whereabouts of certain pirates. It will do us no good sacrificing that just for the sake of one person," Fleet-Admiral Kong argued, "Instead, I'm thinking of putting a tail from the Marines on him."
Admiral Zephyr promptly stood up.
"I can go and tail him myself. We can't run the risk of having one hole within the plan. I'm not doing anything significant in Marineford either. So I think I'm suitable for the task," Admiral Zephyr proposed.
Fleet-Admiral Kong thought about it for a while before refusing.
"Although I'm more than capable of guarding Marineford by myself. I won't be able to attend the execution as a result, and the World Government has specified that my presence be required during the execution."
"Instead, I'm thinking we should send Borusalino for this task," Fleet-Admiral Kong counter proposed, "He is more than capable of handling himself against the Storm Dragon. Moreover, his abilities will make him more than capable to travel back to us to give us the latest updates."
"Hm~ I feel like this task is incredibly tedio-"
"If you don't feel like it, you're always free to patrol the New World in place of the Cipher Pol Organization," Fleet-Admiral Kong interrupted while glaring deeply into the eyes of Borusalino.
"Alas, as a servant of Justice, it's my duty to follow orders without complaint~" Vice-Admiral Borusalino concluded, posing a salute as well.
"Then it's done, I'll discuss the details concerning who will substitute Borusalino's role within the operation. Is there anything else that requires our attention?" Fleet-Admiral Kong asked.
Almost immediately after he asked, a Marine soldier immediately broke into the meeting before saluting.
"Fleet-Admiral Kong! The Golden Lion Shiki has just raided the facility!!"
"Admiral Sengoku and Vice-Admiral Garp are on the scene, but they request back up on the possible damages that will ensue after the battle!"
"Inform them that back up will be sent shortly," Fleet-Admiral Kong assured the Marine soldier, who immediately saluted before darting out of the meeting room.
"Roger's execution must happen without any mishaps. Failure to complete this will result in the complete destruction of the Marine's reputation. Our name has already been dragged through the mud before, so don't let this happen again!" Fleet-Admiral Kong's voice boomed throughout the meeting room.

Everyone in the meeting room immediately saluted.
