New World
While the Whitebeard and Roger Pirates fought, there were many developments happening within the World Government, its affiliated nations, and the Marines.
They were all now fully aware that there were some pirates that were simply too troublesome to mess with. The World Government even went as far as to release official statements regarding these sorts of pirates. Not only placing a gigantic bounty on their heads, but also warning them of the consequences of antagonizing said pirates.
In their own way, the Five Elders were also retaliating against the Whitebeard pirates this way. Though they did warn about the dangers of said pirates. They did specify the numerous advantages that would have come with antagonizing them. They made sure to keep it as discreet as possible, but the bait was still there.
This bait, fortunately or unfortunately, caught the attention numerous World Government affiliated nations. One of them being a king by the name of Brayern, he was the king of the Sotherland Nation which resided in the New World. He was known widely for his affiliations with the criminal underworld, specifically in the slave trade that was currently high in demand within Mariejois.
With him, there were also other Kings and queens that were affiliated with the World Government. Matter of fact, the Five Elders also knew of this man's exploits, but because of the lucrative 'donations' that Sotherland had been giving the World Government. The Five Elders turned a blind eye towards his acts and let him continue to do his thing.
When his affiliates found out about this, they wasted no time buttering themselves up to the King. Offering trade deals and treaties that made the Sotherland Kingdom bountful and plenty. To be fair, he wasn't a completely cruel king, he often made sure that the people of his Kingdom were always thriving in return. This further increased the people's already grand opinion of the man.
The taxes that he imposed on them were only enough to pay off the annual tribute of heavenly gold towards the World Government, and also to keep up with the maintainance of the Kingdom. As a result, it was a tax that had always been fair towards the people.
Consequently, with the countless treaties and trade deals that were offered to him. King Brayern ended up having a high standing within the Levely. Now, it was important to note that King Bayern often kept his peace within these meetings and never really cared for what was happening during those meetings.
However, what he did care about was his lucrative slave trade. On the other side of this King who was good to his people, was a tyrant like no other. It was important to note that the Sotherland Kingdom was not as significant as it was today before he took over as king.
Soon after taking over the position of king. He established a Slave trading organization, and used one of his Worker's as a figure head for it. This company would often invade different villages and towns and take all men, women, and children as slaves to pawn off to the highest bidder.
He started off by taking small villages and islands, but then he slowly began to get greedy and soon took over entire kingdoms. He would only do this towards kingdoms that seemed to be at odds with him, so there were many at first, but it soon died down after a couple of years. Leaving the current lucrative business that he had today.
However, this clearly wasn't enough for King Brayern. He soon expanded his business to a jack-of-all trades kind of company. He soon started dealing drugs, weapons, valuable goods and products that were scarce in different parts of the World. Anything that was in demand under the table, he wanted a piece of it. It was so much to the point that he was eventually established as a King of the Underworld; but it wasn't enough.
He was looking higher than the position of king, he wanted to be a God; and what closer position was there than to be a Celestial Dragon.
Now, it was also critical to note that this king had ties to certain World Nobles who bought slaves off him. These very World Nobles were victims of the plight that the Whitebeard Pirates had brought down towards Mariejois. However, this was not something that the World Nobles were about to talk about to a lowly king.
They simply ordered the king to bring in more slaves to replace the dead ones. The king simply complied and began looking for spare islands that he could use to capture more slaves. It was then that a particular call via transponder snail captured his interest.
"Who the hell is this?" King Brayern demanded.
A malicious laugh came out from the other side of the transpoder snail.
"Just a casual observer, I thought you would want to hear what I had to say," the caller at the other end of the line casually remarked. The voice sounded young, almost to the point that he had thought a child was actually talking to him.
"State your business or hang up, I have important matters to attend to," King Brayern responded impatiently, he made a reminder to himself to change his transponder snail and get a new number soon after this call.
"What if I were to tell you that there are plenty of islands just ripe for the taking?" The caller asked casually.
"I would tell you to fuck off, there are no islands within the New World that I haven't touched," The King declared rather proudly.
"What about Falke island? Ulvehoved? Kimi? Kinko? Wano? Fishman?" The voice immediately asked back, "You claim to have touched every island, but is that really the case?"
"Get to the point or I'm hanging up the call, we both know why those islands remain untouched," King Brayern growled coldly.
The voice chuckled before replying.
"I'm getting there, don't worry. I know why you don't like touching those islands, frankly, I'd call you a fool if you did. However, have you ever thought of expanding?" The child like voice echoed through the transponder snail.
"Expand where? The blues? Paradise? you act like I haven't thought about that before," Brayern was frustrated at where the voice was getting at.
He had once tried to expand his forces towards Paradise, but was met with heavy resistance. The combination of marines, along with other underworld business owners, proved to be an annoyance that the King would rather leave undisturbed. It also didn't help that there were other World Nobles who sponsered some of those underworld businesses. Essentially meaning that he couldn't get rid of them by using his authority as a king.
The Blues were simply too far away for him to keep an eye on the happenings there, leaving him the only option to be content with controlling the underworld within the New World.
"I'm talking about both, you see, many people don't like messing around in the New World because of you," The voice patiently explained, "I simply want to get a solid standing in the New World before I arrive, and who else would I talk to other than the very leader himself?"
"How did you get this number?" King Brayern growled furiously.
He already knew that he would get a reputation for this, but he didn't want his personal details linking him to the business, like this particular transponder number, going out to public. He could have used a burner transponder snail, so that he wouldn't have to worry about him getting traced, but he figured out that it would be too troublesome should an emergency come up.
As a result, he made sure to only give his number to the people who he trusted, and the ones who worked directly under him. Meaning that it would be next to impossible to get that number, at least via normal means.
"How I got this number really doesn't matter," The voice argued, "What matters, however, is whether you want to accept my offer or not. This is something that could easily establish you as a god. Don't you want that?"
King Brayern's eyes flashed the moment he heard the word 'god'. It was then that he had decided to bite the bullet and listen to this person's proposal.
"I'm listening."
