A week had passed since Dak left Upper Yard. Angel Island had been officially moved to Pokémon Island and renamed "Angel City." The residents were currently voting to elect a mayor.

Angel City wasn't large, with a population of about 200,000. However, it boasted numerous unique shellfish, including the highly destructive "Impact Dial" and "Reject Dial." These weapons were exempt from the power suppression rules on Pokémon Island.

The Pokémon Alliance promptly issued a ban on these shells, prohibiting their production, sale, and personal possession without Alliance permission. The shells would be exclusively supplied to the three major military departments: Security, Inspection, and Research.

Initially, the residents of Angel Island felt uneasy about moving to a new world, uncertain about the new "god." But they quickly adapted upon realizing that the new ruler didn't interfere with their lives.

Dak wasn't neglecting them; he was simply too busy managing a sudden influx of resources. First, the Shandians had purchased a large number of high-quality Pokémon eggs. Dak estimated that many of these eggs contained rare and starter Pokémon.

Concerned about the Shandians' ability to care for the eggs, he dispatched personnel to Shandora to protect the eggs and educate the tribe on basic Pokémon care.

Second, the acquisition of the navy was finalized. Tesoro had already negotiated with various kings, establishing branches of Pokémon Centers and Nurseries in exchange for taxes.

These countries, now called "Alliance Member States," essentially paid a franchise fee for using the Pokémon Alliance's brand without receiving exclusive military protection or special technological support.

This differed significantly from the World Government's system, which demanded exorbitant "Heavenly Tribute" taxes based on each country's prosperity.

The new system's fixed price of 5 billion Berries per country was far more reasonable. Tesoro had collected 90 billion Berries in taxes from eighteen countries, along with funds for construction teams and materials.

With the gold acquired from the Shandians and Tesoro's collected taxes, the Pokémon Alliance had sufficient resources to purchase the navy.

The next newspaper release would announce the establishment of Alliance Member States and the navy's allegiance to the Pokémon Alliance, likely prompting more countries to join.

The navy, guided by their principles of justice, would now protect all intelligent life on the seas, not just humans. Meanwhile, the Revolutionary Army, or "Revolutionary Forces," would operate in the shadows to dismantle disruptive elements and maintain order.

Dak had discussed this with Dragon, who agreed. With the World Government in ruins, Dragon felt aimless, and the Revolutionary Forces lacked a clear purpose. Joining the Pokémon Alliance gave them a new direction.

While publicly, the navy and Revolutionary Forces maintained their antagonistic image, in reality, Sengoku and Dragon frequently collaborated, exchanging intelligence and strategies.

Both organizations requested to establish headquarters on Pokémon Island for security reasons, ensuring their rear bases remained untouchable.

Dak understood the importance of logistics and was considering suitable locations for these military bases, ensuring they remained non-public and secure.
