"Huh? Move the entire Fish-Man Island?" Neptune and the Right Minister were stunned. They understood each word Dak said but couldn't grasp the overall meaning.

"He means exactly what he says," Jinbe guessed. As the current strongest fighter of Fish-Man Island, Jinbe had a better understanding of the top powers of the sea. He remembered stories of the giant Oars' ancestor being able to move entire islands, so Dak's suggestion didn't seem too far-fetched to him.

"Oh!" Neptune's eyes widened in surprise, and a smile spread across his face. If that was possible, it would be the best solution, saving them both time and effort.

Neptune and Jinbe shared a similar thought. If they publicized what Dak had done at Mary Geoise, the people of Fish-Man Island would likely be less resistant to the idea, especially since there were hardly any humans in this new world yet. Neptune couldn't think of any reason his citizens would refuse.

"Of course, there will be a price," Dak said, resting his chin on his hand as he looked at Neptune.

"I understand," Neptune responded, his smile fading as he sat back down. "What price must we pay?"

"Three conditions," Dak said, holding up three fingers but not elaborating immediately. "We'll discuss this later. First, let's hear why the two of you are here," he said, turning his attention to Judge and Morgans, who had been listening intently.

"Well, I came to congratulate the establishment of the Pokémon Alliance," Judge said, faking a respectful bow towards Dak. His original plan had been to see if he could get some Pokémon for genetic experiments, but now those thoughts were long gone.

Seeing the new world, Judge understood that provoking the Pokémon Alliance was a path to self-destruction. His ambition shifted to how he could gain favor with Dak to secure a piece of this world for Germa 66.

Dak almost laughed at Judge's obvious lie. Coming all the way from the North Blue just to congratulate him? What a joke.

"Honorable Dak, I came to get some clarity on the events at Mary Geoise," Morgans said, less formally than Judge. Having interacted with Dak before, Morgans knew he preferred straightforwardness.

"Since I already told you, help me spread the word: 'The Pokémon Island and the Pokémon Alliance do not accept any bad actors. The breeding center will not distribute Pokémon to evil-doers. The era of Pokémon and trainers has begun. If anyone is prepared to be hunted and killed in this new era, they can continue their old ways on the sea,'" Dak said, watching as one of Morgans' assistants diligently recorded his words.

"Such determination, Lord Dak, you're planning to end the age of the great pirate, aren't you?" Morgans said, impressed. Destroying the Celestial Dragons positioned the Pokémon Alliance as the new moral authority, backed by absolute power. Ordinary people would support this "righteous" force, and even criminals would think twice about defying the new order.

"Make sure to include that I've joined the Pokémon Alliance," Jinbe added. "As a former Warlord of the Sea, my involvement will have some deterrent effect, won't it, Dak?" Jinbe said, confident in his decision. He believed the people of Fish-Man Island would follow suit, given the Alliance's stance against the Celestial Dragons.

"Of course," Dak nodded. This was one of the conditions he intended to propose anyway. He needed Fish-Man Island's strength to support the Alliance, especially their prowess in the water.

Judge's face darkened upon hearing this. He realized that Dak's ambition would likely lead to the establishment of a new order, one possibly stricter than the World Government. This might hinder Germa 66's plans to unify the North Blue.

"Unless there are any further matters, you two may leave. I need to discuss things further with the representatives from Fish-Man Island," Dak said, preparing to send them off.

"Wait a moment, Lord Dak. If I intend to unify the North Blue, will the Pokémon Alliance intervene?" Judge finally asked, needing to know how this new order might affect his ambitions.

"We won't interfere, provided you do not slaughter innocents," Dak replied.

"Understood," Judge said, noting this condition. He didn't care much about the lives of ordinary people, but he would ensure his actions didn't provoke the Pokémon Alliance.

"Reiju, come here," Judge called to his daughter, who approached, puzzled.

"This is my daughter, with a unique ability. She will serve you, Lord Dak. Reiju, follow his orders diligently," Judge said, leaving without looking back. He intended to use Reiju as a safeguard, hoping her presence would make Dak more lenient towards Germa 66 if necessary.

"Father?" Reiju was surprised but quickly accepted her fate. She understood her father's ruthless pragmatism well.

"What do you plan to do?" Dak asked Reiju, his gaze resting on her pink hair.

"Serve you," Reiju replied. Due to the bloodline factor, she had no choice but to obey her father's orders.

"Perfect. I have an important role for you. But first, I'll have someone remove the side effects of the bloodline factor," Dak said, smiling. He hadn't expected Judge to deliver such a valuable helper.

"A future Nurse Joy," Dak thought. He planned to train Reiju as the head of the Alliance's medical department, overseeing the Pokémon Center in Alliance City. However, he needed to ensure her loyalty first by removing her father's control over her.

"Really?" Reiju asked, surprised and hopeful.

"Yes, really. I'll free you from Judge's control, so you can do what you love," Dak assured her.
