He coughed lightly and continued, "Olvia, I hope you can quickly study and prepare to serve as the vice-principal, grade director, and teacher at the Pokémon Academy, assisting Robin, the principal, in managing the academy. Stella, you should learn more about business management. When the Shop opens, I'll need you to oversee it."

Dak had thought this arrangement over the previous night. Olvia, being a scholar and archaeologist, was well-suited for teaching due to her extensive knowledge and cultured demeanor.

As for Stella, although her talents were not as apparent, with Tesoro's help, she would likely manage the Shop well.

"Galdino is decent, but Mikita is relatively weak and not good at fighting," Dak admitted.

"We shouldn't establish branches on these two islands in the North and West Seas," Tesoro suggested, marking two major trade islands with an X.

"Due to their lack of strength?" Dak guessed, considering Tesoro's earlier question.

"Exactly. The West Sea is full of assassins and gangs, and these trade islands are their prime targets. Our goods will definitely attract unwanted attention. The North Sea's trade market is controlled by the Donquixote family, mostly involving gray market transactions, not suitable for normal people," Tesoro explained, highlighting issues Dak hadn't considered. He had been unaware of these islands' real conditions.

"Moreover, these islands are effectively under World Government control. Establishing branches there would expose us to their interference and possible sabotage," Tesoro continued. With the current strained relations with the World Government, avoiding these areas was wise.

"What about the East and South Seas?" Dak asked.

"These areas are heavily patrolled by the Navy, thanks to Garp and Sengoku. They have fewer World Government agents, making them safer for our operations," Tesoro noted, suggesting alternative locations in the North and West Seas.

"How should we assign personnel?" Dak inquired.

"Mikita, being the weakest, should go to the East Sea. Baccarat can go to the South Sea. Galdino, being the strongest, should handle the North Sea, and Mr. Tanaka can take the West Sea. Each branch will need at least 500 personnel, all with Pokémon partners, so we need about 2,000 people. We can redistribute some from the East and South Seas to reinforce the North and West Seas," Tesoro proposed.

"We currently have 1,500 people," Dak admitted, considering increasing recruitment.

"We'll need to recruit more. The four seas have many talents. Let's wait a few days to see if more suitable candidates arrive at Water 7," Tesoro suggested, showing his business acumen.
