This is the System Ranking for everyone, the Ranking is Rank according to their own Level, every ten Rank anyone can take the Promotion Rank Exam.
Of course, Promotion Rank Exam is not mandatory, as all people who pass the Exam is considered Elite of their own Class.
The Promotion Rank will not stop anyone to level up, it's only a special Ranking for those who consider Elite.

Bronze Rank
Requirements: Level 10 - 30
Iron Rank
Requirements: Level 20 - 40
Silver Rank
Requirements: Level 30 - 60
Gold Rank
Requirements: Level 40 - 80
Diamond Rank
Requirements: Level 50 - 100
On each Rank, there's a certain Level Request to complete, and if you are not in that certain level, you either can't get thr Ranking Exam or your not legitimate to take the exam because of the Level range.
And same time, only Rank Badge Holder can take the second exam so if you fail to get the first you will never get to second.
Base on the statistics, there's only 20% of population in the country has Bronze Rank, 15% Iron Rank, 9% Silver Rank, 4% Gold Rank, 0.01 or 5 Diamond Rank.
This show how hard to get the Rank Badge and why the Ranking Badge is so important for everyone.
Just looking at the percentage of the Badge Holder you can tell the Ranking Exam is harder than the College Exam.
But for Lou, this is nothing, there's a nothing he can do with his OP Class.
The only thing left is to get to the certain Level and take the Exam.
After getting all he need, he said goodbye to Mikan and walk to the nearest Dungeon.
