"The real issue is that if I were to provide them with superior bodies, they might resist me once they're resurrected, given that the technique was invented by Tobirama Senju himself," he pondered.
Orochimaru was not willing to put himself in jeopardy. As a prodigy in ninjutsu, he knew every technique had its flaws, and he was well aware of the Second Hokage's character.
He believed that the Second Hokage definitely possessed the ability to counter the Reanimation Jutsu. If the revived were too powerful, he wouldn't be able to control them, and they might even backfire. On the other hand, if they were too weak, it would be meaningless.
"It seems that I'll have to put in some effort," Orochimaru thought.
