If the government did not find a way to sell or make use of the land then nobody would enter the area itself unless they were trespassers.

Leaving it alone so long when Spirits were residing in it was like creating a ticking time bomb that could go off at any time.

The moment that an Evil Spirit was born and was able to take control of the area was when such problems could arise.

Not only that but every Spirit that existed there was a potential danger.

It only took one of them to give in to their negative side and be unable to suppress it any longer for them to cause a big change within the way the Spirits were currently living there.

All it took was for one or more of them to become Evil Spirits for the power balance to change and for the current peace to be disrupted.
