Leo knew that he could not get his hands on the 'Fragment of the God stone' with the Hero coins he had in his hands.

He didn't need the 'Fragment of the God stone' to increase his Hero rank; however, all he needed to do was touch the item to use the special effect of the 'Fragment of the God stone' exclusive to him.

So, he came up with a plan to hold the 'Fragment of the God stone' using Hero coins.

However, Theodore didn't lack the money as he was pocketing the city funds; instead of upgrading the city's defense.
